As the Administrative Head, he is tasked with coordinating the development of human
settlements, manage engineering and quality assurance services, manage human settlements
programmes and projects, manage social housing, property and asset management, manage
corporate services, manage financial matters of the department, render risk management
services and render security management services, amongst others.
Mr Masange attended the University of Pretoria where he obtained a Master’s Degree
specializing in Project Management as well as a BSC (Honours) Degree in Rural & Urban
Planning. He is registered as a Professional Planner through the South African Council
for Planners (SACPLAN). He has spent almost twenty-five years in the Public Sector
especially in the construction industry.
He further attended an Infrastructure and Partnerships for Local Economic Development
program at the Harvard University and Municipal Financial Management course at the
Local Government Sector Education Training Authority (LGSETA). He is a full time
member of the Institute for Local Government Management of South Africa. Before joining
the Department of Human Settlements, Mr Masange was a Municipal Manager since the
2011 local government elections.
Therefore he has been in the industry for an extensive period of time where he gained
a broader understanding of the construction industry especially with regard to proper
planning. His vision in providing social amenities to the communities and shelter
is encapsulated in his understanding of the key role of proper planning to be able
to execute integrated human settlements
He has been very key in identifying the challenges in steering the Department from
the construction of RDP houses but facilitating integrated human settlements in Mpumalanga
Province which still it is work in progress. His Office works closely with national
and provincial government, housing associations, regulatory and legislative bodies,
Public Protector and other institutions within the sector throughout the country/province.
